Problem: Not all users have google custom searhc setup for their site, in fact, probably only a few number of people will want to do this.

Solution: Implement a simple token-based search (not a sql "like" search).

Ok, we need this feature. Google Custom Search seems to suck for issue trackers. It doesn't show expected results and takes too long for stuff to show up, dispite being given a full sitemap.
